Job Posting: Finance Officer (Full-Time)
Position: Finance Officer
Location: Fulton Independent Board of Education Office
Schedule: Full-Time, 8 hours per day, 230 days per year
Compensation: based on the Board-approved pay scale

The Finance Officer serves as the financial leader, working with the superintendent, board, and school councils to align financial resources with district goals.
Key Responsibilities and Duties
• Financial Management & Reporting: Maintain an accounting system in accordance with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) recommendations.
• Budget Development: Assist the superintendent in the development of the annual budget, including amendments as needed.
• Compliance & Reporting: Ensure compliance with Kentucky Revised Statutes (KRS), Kentucky Administrative Regulations (KAR), and KDE policies. This includes submitting required reports to the Local Government Commission and the KDE.
• Internal Controls & Audit: Maintain an adequate system of internal controls, including inventory accounting and school activity fund monitoring.
• Cash Management: Manage district cash, investments, and ensure sufficient collateral is pledged for deposits.
• Payroll & Purchasing: Oversee the school payroll accounting system and the system of contracting and purchasing procedures.
• Financial Analysis: Provide regular financial reports to the local board of education, school councils, and the department.
• School Activity Funds: Prescribe the form and detail of records maintained by individual school treasurers.
Qualifications and Requirements
• Certification: Must achieve and maintain Finance Officer Certification through the Kentucky Department of Education.
• Education/Experience: Generally requires a Bachelor’s degree in accounting or a related field, along with experience in public finance administration.
• Training: Must complete the KDE training criteria and a year-long mentorship program.
• Skills: Ability to understand and apply governmental accounting practices, conduct long-range fiscal planning, and communicate complex financial data effectively.
Core Competencies (Per KDE Training Criteria)
• Evaluation of financial staff.
• Management of payroll, purchasing, general ledger, and financial reporting.
• Analysis of district financial data and identification of financial strengths/weaknesses.
• Understanding the role of district finances in supporting student instruction.
Note: According to 702 KAR 3:330, candidates are required to undergo an internship with a mentor approved by the KDE, focusing on the annual cycle of financial responsibilities.
