Job Posting: Finance Officer (Full-Time)
Position: Finance Officer
Location: Fulton Independent Board of Education Office
Schedule: Full-Time, 8 hours per day, 230 days per year
Compensation: based on the Board-approved pay scale

The Finance Officer serves as the financial leader, working with the superintendent, board, and school councils to align financial resources with district goals.


Key Responsibilities and Duties
• Financial Management & Reporting: Maintain an accounting system in accordance with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) recommendations.
• Budget Development: Assist the superintendent in the development of the annual budget, including amendments as needed.
• Compliance & Reporting: Ensure compliance with Kentucky Revised Statutes (KRS), Kentucky Administrative Regulations (KAR), and KDE policies. This includes submitting required reports to the Local Government Commission and the KDE.
• Internal Controls & Audit: Maintain an adequate system of internal controls, including inventory accounting and school activity fund monitoring.
• Cash Management: Manage district cash, investments, and ensure sufficient collateral is pledged for deposits.
• Payroll & Purchasing: Oversee the school payroll accounting system and the system of contracting and purchasing procedures.
• Financial Analysis: Provide regular financial reports to the local board of education, school councils, and the department.
• School Activity Funds: Prescribe the form and detail of records maintained by individual school treasurers.


Qualifications and Requirements
• Certification: Must achieve and maintain Finance Officer Certification through the Kentucky Department of Education.
• Education/Experience: Generally requires a Bachelor’s degree in accounting or a related field, along with experience in public finance administration.
• Training: Must complete the KDE training criteria and a year-long mentorship program.
• Skills: Ability to understand and apply governmental accounting practices, conduct long-range fiscal planning, and communicate complex financial data effectively.


Core Competencies (Per KDE Training Criteria)
• Evaluation of financial staff.
• Management of payroll, purchasing, general ledger, and financial reporting.
• Analysis of district financial data and identification of financial strengths/weaknesses.
• Understanding the role of district finances in supporting student instruction.
Note: According to 702 KAR 3:330, candidates are required to undergo an internship with a mentor approved by the KDE, focusing on the annual cycle of financial responsibilities.

Fulton Independent Schools Accepting Mowing Service Bids

The Fulton Independent School District has announced that it is now accepting bids for professional mowing and lawn care services for the 2026 season. Local contractors and businesses with experience in lawn maintenance are encouraged to submit proposals to help keep the district’s grounds well-maintained and inviting.

The scope of work includes regular mowing and trimming of designated areas, debris cleanup, and seasonal maintenance as needed to ensure the grounds remain safe and visually appealing for students, staff, and visitors.

Interested bidders must provide proof of insurance, applicable licenses, and a record of experience in professional lawn care. Additionally, contractors must demonstrate their ability to meet the district’s standards and schedule for routine services.

All bids must be submitted by March 1, 2026 to the Fulton Independent School District office located at 304 W State Line, Fulton, Kentucky.

What is Title I?
Title I is a federal education program that provides extra funding to schools to help students who may need additional academic support. The goal of Title I is to make sure every child has a fair and equal chance to succeed in school, especially in reading and math.


Title I funds can be used for things like:
Extra help in reading and math
Small group instruction or tutoring
Additional classroom materials and resources
Family engagement activities and learning supports

At Friday night’s homecoming game senior cheerleader NaTori Hutcherson was crowned homecoming queen.

Destruction of Special Education Records Notification:

In accordance with the state and federal regulations implementing the Individuals with Disabilities Act (IDEA), this is to inform people who may have records housed in the school district that it is our intent to destroy personally identifiable information related to special education services maintained in student records.

If you wish to maintain this information for your personal records, you will need to notify us; otherwise, the information will be destroyed beginning Jul 1, 2026.

Records to be destroyed are as follows:
Individualized Education Programs/Plans (IEPs)
Evaluation Reports
Test Protocols (Available for inspection only; no copy will be provided)
Notifications of Meetings
Conference Summaries of ARC meetings
Review of Existing Data Summaries
All other personally identifiable information within the special education file

Reasons for Destruction:
The reason for destruction of the above listed items is because they are no longer needed to provide educational services and/or it has been more than 3 years since the individual has received special education services provided by Fulton Independent School District.

*The district may maintain a permanent record, without time limitation, of a student’s name, address, phone number, his/her grades, attendance record, classes attended, and grade level completed.

The school is required to maintain records for a minimum of 3 years from the date the child no longer received special education and related services. After the three (3) years, all special education records will be destroyed.
